Because by the time the producers are good and influential they’re in their 30s - 40s and are making music that influenced them as teens. It sounds new and exciting to the younger generation of listeners and nostalgic to the older generation.
Also popular music has to have just the right combination of “new” and “familiar” so things that are TOO new wont get too popular.
…and since the primary demographic for pop music is people in teens & early 20s, they’re not going to remember what happened 20 years ago so it all seems new & fresh to them.
